wtf is wrong with the installer?

so i'm patching b/c i haven't updated CA in a while (the combat arms.cab update), and when i minimize to the taskbar, to do something else, it becomes "stuck" on the taskbar. I can't maximize it, to view progress. Yes, I tried switching to it w/task manager. Yes, I googled. Yes, I searched it up on forums?

I'm running Win. 7 32bit, and this always happens. Screenie:
