So if my account was verified with ETRADE would it have any chances of becoming limited? and another noob question....what does limited mean ?

Once PayPal grants you the status of being 'Verified', you can lift your limits. Your limits are simple, a limit of receiving and sending money (yearly), it's around €2.500 though, so you should be fine
