HelpWTF?

Hi all!
Im sorry but im a newbie and i have this question..

If i found a value in the cshell.dll file which i want to change (for example no smoke) can i change it just like that or do ihave to write some sort of a program?
(I heard there is a Program called "Direct 3D Starter Kit" does it do it?)
