what do u guys program combat arm hacks in?

Ok, Im a self admitted complete moron when it comes to programming. I respect your abilities. I only want to know how the heck to use the public hacks. I downloaded, extracted, added name and password to the .ini, start up the MPGH and click on OK, the start Combat Arms. And Nothing Happens??? I have done this several times and still nothing. Can some one please walk me through this? Thank you...........
