Antibase

Well ive decided i want to change the rate of fire for my ACR and i can not figure out how to open the antibase or whatever yuh wanna call it so i decided to try to search for it, cant find it so i asked MPGH since ive been seeing alot of Post on how to change it but not how to get the antibase up..... Thanks
