Is there a PHP server software for minecraft?

Or would it be possible to make?

What about bukkit?

Bukkit isnt php, and is supported by notch.

php is much more advanced

There is no way to run a server on a Apache/PHP/MYSQL server. You need an operating system and adequate resources.
