No, not the highest rank. MPGH staff ranks go as follows.

-Head Administrator
-Administrator
-Staff Administrator
-Global Moderator
-Moderator
-Minion Plus
-Minion

I'm the lowest rank actually, and Hero is one rank higher than I am.

You gotta make sure that the person who repped you has enough points to +rep you. For example, make sure this is Green (like this

and not "Blank" (like this
