Packet Editor ?

So what is actually a Packet Editor , it edits packets and then sends it back to the server so the server thinks your doing something that your acttualy not doing ? , Is there any working packet editors , i used some but my Pblackout crashes "BugTrap" , And when it doesn't crash it crashes when i try to put PBlackout in Packet Editor.
