It's just an info i'm gonna ask to you...
I know double account is allowed, so you can use your secondary account when for example you main is banned for postban or like this... but is allowed use the secondary account when your main account is unbanned?
Yes, you're basically allowed to use any of your accounts at any time.
(However, if you're out to break the rules on your alternate account(s), expect your main to be banned for that offence aswell. Not saying you're going to, but just letting you know)
