i got IP ban and i want to buy a acount from a friend and i want to chance the email with one of mine it will let me chance the email or when i go to login it will say to me no acces for you region cause the IP BAN ? AND HOW CAN I SEE MY IP adres of my computer?

You can't access from your region isn't caused by the IP ban , it's caused because CF Na doesn't support your country.

No, it isn't caused by an IP Ban, actually, Z8Games crossfire just implemented a new IP Restriction system, which now blocks new created accounts that are outside of the map below, to be restricted from playing. Any other accounts created before this date is fine, but any accounts created after the update is good.

If your IP was banned, obviously every account you try using the banned IP will result in failure attempts.
