It doesn't matter if it's true or not. He's giving out $50, that's great -- but before he does he's asking for 100 people to rep and thank him. That's abusing the system.

Also, flaming is flaming. I never saw a section of the rules saying that reputation messages don't count.

This means, that you want a hundred submissions (or more, assuming that most people won't check the entire thread for duplicate entries) -- and that it is mandatory for every submission to rep and thank you.
