TV'ed. Clearly it could be a Windows installation problem. When he installed a new version of windows, it started to mess up. Before that though, CF worked perfectly.
It could be an internal graphic card damage. Obviously its just an assumption, can't really go to his house and see if one of the graphic cards tubes' popped or not. So yeah. Pretty much question is answered.
