Disable AntiVirus/Firewall.

Do you get that error when you click 'Start' on the CA page?
If so, then keep trying to start, because i remember it happened to me a few times, i just re clicked start and it worked properly for me.
If that doesn't work, try running CA directly.
Computer->Local Disk C->Nexon->Combat Arms->CombatArms_Direct.
