console unlocker

i tried to play combat training with cheats but i cant use any command .
when im trying to change mod or map this is ignoring me !
only if im typing cheats command i can see message that cheats not allow in this server.
how can i use cheats in Combat Training ?
and im using steam version .

try doing the game on a listen server, so "/devmap mp_??" - ?? being the map name and without the ""

As soon as you have a listen server you should be able to activate sv_cheats 1
