Yes, it's possible. Just go to www.vbteam.info. Free vBulletin are called nulled vBulletin. It's illegal and your hosting will delete it and terminate your account if they find out which is easy. Offshore hostings might allow you to have it though.

VBulletin can be nulled. Many webserver providers are able to detect this and they will shut down your account though. Also if you're caught using a nulled VB you could possibly get a lawsuit against you. IPB's better IMO.
