It really shouldnt fix change your ping by much it should stop you from spiking (Ex. 1second u have 10 ping next second u have 180ping)

This should work for XP/Vista users and service packs wont affect this.

Not sure about opened up more space but should make your ping more stable and might make your pc a lil bit faster.

After the halloween Patch my ping became about 230
now it is again 60....
