Rep question

How long do you have to wait before giving people rep again?
Is it set on a timer or do you have to give a certain amount of rep to others?

Does having rep really make a difference? Am not saying to hate but I started with good rep and one day to another i had bad rep. I haven't really cursed or said anything bad so they would give me bad rep. I:

Well it says "You must spread some Reputation around before giving it to X again." so I would assume you have to give it out to some other people first, but to prevent abuse their could also be a time limit

I think it is based on how much you rep others, after you rep the other person (the one you want to rep again)

I'm pretty sure to rep again, you have to rep others

I think it takes like 100+ REP to different members.
I remember REPPING someone when I had only 1 Green Bar , now I tried to rep him and couldn't . I repped like 20+ people before I tried .
