Error: The Call of Duty: Black Ops server is not available at this time.

listen i have a problem when i get into black ops MP it is starting to load the stats and all and then it stuck and after few seconds says this

Error: The Call of Duty: Black Ops server is not available at this time. and i read here

this is someone that have the same problem as me

i read that it says ban vac this is why i opened another user deleted alll my hacks and bought another black ops yesterday i played it for
like an hour or two i went to sleep and when i woke up and wanted to play the same problem came out!! and my status says no ban vac no
nothing!! and even the SP doesnt work it says "this game is currently unavailable please try later" and before i will write to steam a strong letter
i want to know why?!!!

I to have had this issue now and then all i can recomend is:

Steam->Settings->DOWNLOADS+CLOUD then change your download region

i personly switch between any New Zealand or Australian region
