HOW DO I SOLVE THIS?
Happening to me as well. I'm reinstalling cuz I messed with some files.
"Try a Winsock reset and flush your DNS cache.

For Windows XP:

Press "Windows Key" + "R"
Type "cmd.exe" in the box and click "OK"
Type "ipconfig /flushdns" and press "Enter" on your keyboard
Then type "netsh winsock reset" and press "Enter" on your keyboard
Reboot your PC.

For Windows Vista / 7:

In the start menu search bar, type "cmd"
Right Click "cmd.exe" and select "Run as administrator"
Type "ipconfig /flushdns" and press "Enter" on your keyboard
Then type "netsh winsock reset" and press "Enter" on your keyboard
Reboot your PC.

Firewall

Try temporarily shutting off your Anti-virus, Firewall, and other security programs. There may be settings that have to be adjusted within those programs to allow it to run properly, this will help identify which program if that is the case. "
