please help

i would love to make mods/hacks for games, sure okay i could download hacks/mods but tbh thats not as fun as making them yourself, although i've never done this before so i have a very basic question for you.. which is...

'what language to people use to make hacks/mods/trainers'
because i assume hacks are usually made via programming but i don't know if their is any specific language for the certain game or if mods can be made via any languages (i don't know much about programming yet so ofc i don't know about the possibilities of languages, but i will defiently learn to program soon, i've been inspired! i have a big intrest in this stuff, if anyone could also give me any advise on what programming language i could learn as a first language that be awesome).

as well as knowing what languages, i was also wondering if theres any tools i need to make mods for games? GTA for example, that has many tools to make mods, but thats more basic stuff like skin mods, i want to make things like trainers or proper hacks .
