Same problem here. Solution found?

Solution :
Step 1) Right-click your Reactor
Step 2)Click on Properties
Step 3)Compatibility Tab
Step 4)Check the box in Compatibility Mode and go to the drop down menu and click on the OS System you're running on.
Step 5)Exit Reactor, End it's process and retry.

Perhaps you should post your problem on the IJJI forums for Soldier front, in the tech problem section. That might give you some help.
