MySQL Hacking

so i ran an port scan on a minecraft server and found port 3306 open, but only the localhost and maybe some admin ip's can connect to it. anyway to fake my ip so that i can connect?

And DDOS/DOS(Denial-of-service) attacks ar not pro.
