Can quest timer be changed?

Hi all,

I have been trying to see if it is possible to reduce the quest timer. May i know if there is a way for it?
I have tried to use this command - cc_ds_start_quest_timer.
The qyest timer always change to under 1 in-game regardless of the time i set and more importantly, the battle does not end even after 1 minute. Maybe i just dont know how to sue it
