My ping in CrossFire is 100-600, its bumping around 300. I have tryed Game Booster, Defraggler, CCleaner and Leatrix Latency, I dont saw much difference between using them and not using them, so I need some help. I live in The Netherlands.
EDIT: I have Windows 7, AMD Athlon (tm) II P360 Dual Core Processor 2.30 GHz, and 4.00 GB RAM

Graphical settings don't affect network performance and this is a general issue, not just one specific to CF, look at his network test. What kind of network connection do you have? Wired? Wireless? Mobile network?

I guess you should change your provider.

Doubt that would help, there is no way such lag is ISP-specific. If anything it's the shitty wireless connection he must have. Can you try seeing if the lag occurs when using a wired connection?
I would recommend you use SmartClose too, it will close every process in your computer, including the programs using your bandwidth, then only CF will use the connection.

Whats the difference with wired connection and wireless connection?

Not really working :S
Well then must be a problem with your connection, you should contact your provider and see if there isn't any problem...
Wired connection is basically when you're hooked onto the computer that your router is connected to. Wireless is connecting without using a wire or a connector to use internet.
