I dont know what you mean. You probably got Ip banned. Yes there are some methods to bypass the ip ban but you need to search it for your own.
I mean that my HWID is got banned. Changing IP and MAC info didn't help me .. and I probably need to spoof my HWID.
My OS is Windows 7 64Bit and I don't know any HWID Spoofer which works with my OS, so I am asking if there is another way to do so ?

Reinstall your OS.
