They base these values on different criteria, that's why they get different estimations. In any case, MPGH should rank pretty damn high seeing as it has shitfucktons of traffic and a large userbase.

They most likely meant breaking into their servers etc. The "hacking" done here is, afaik, limited to local client memory editing and the such. Also sharing tools to perform DDoS attacks and the such is not illegal itself, the tools aren't inherently illegal.
