Ip changers? They change/hide your IP, so it makes twice as hard to get you banned (mainly IP BAN). And i believe changing/hiding IP can actually lower your ping..idk, but im certain that will really help on preventing yourself from banning.
On-Topic : They Change your IP address so the websites recognize your location as from another country (Used mainly by NON-Americans to trick websites into believing that they are From USA) ... IP Hiders is used by the CF community basically for Free ZP offers that usually work at USA

If you need one i recommend using hotspot shield.
