Yes you can receive money, but you can't spend it or send it to anyone.

You're allowed to get up to I believe $300, depending on which countries paypal you're using. Canadian paypal, for example; has allowed me to get up to $200 while unverified, I've sent and spent over $400 on one of my alternate paypal accounts which is not verified.
Is there a way to buy stuff if your paypal isnt verified?
