minecraft server help

Every time i try to Port Forward it doesn't work so i check if it was open but it isn't
it need help please

ok i first made my ip static then type in my static ip then type the the port that i what to port which is 25565 then i did the UDP TCP after that i went to Open Port Check Tool to check the port and it not open
