why the old command useless?

ex:bind "q" "cc_fill_all_items;cc_system_message Slots-Have-Been-Refilled" //Fill all items
It is useless and no tips in game, Why?

Some commands get patched..this is probably one of them.
All you really need is god mode and one hit kill and unlimited spears along with a bot.

Refill works in regular boats and raids.. but the new ones it wont work because they are hosted on nexons servers. If they don't work for you on regular boats event when you are hosting then. You are doing it wrong! Actually on second thought, if you are working off of some consoles, it wont work. Get yourself one via donation and that is what works for me :-) . It's not a major secret so just look around for a donator console.
