Minecraft worldguard problem

I have made the flag Build to deny and when someone not owner breaks a block its say You dont have permissions to build here but at some places it says You dont have permissions... but the block gets destroyed how to fix this?Please reply fast!

Answer:

Make sure your Members are not trying to Place a Block in the spawn point.
Also You need to give ur Members Permission nodes or what ever it is.(cant R ember ) To build are.
And when you go to edit those Files use NotePad ++ Dont know if you know that but Dont use regular Notepad.


Edit: Set Up Some Groups And Give Permissions for users to build or Claim Land land, Your going to want it up its kinda complex and confusing and i could go into full detailed but i am not.
Example SetUp:

Also Use spaces not tabs. Eh Format migth now be right but it should give u the Right Idea.
