The car hack is dead. A vast portion of the remaining items you see are previous duped cars that people still have and continue to refurbish and duplicate like AIDS. As for server sided, it runs some sort of check on files most likely when you log into a district. I noticed after a long break and coming in to try to drive my Bishada as a ENF it told me "removing illegally modified car parts" and that was the end of that.
