first extract the file by using winrar! then rename the file to RF133.REZ (or higher? not sure) the copy paste it to your CF Folder/rez

RF130.REZ works for me... try 131.REF or higher~ like beisi said " if still gives you client error 31_0? then....give up...your CF version already patched REZ Modding~
