Its just an awesome tool to find out the base stats of all cars and with what tuning parts you can get out the max of your car´s 
Just select the car you wanna pimp and give him that parts you need/want and check out the finaly stats with all your tuning parts... also you can find out what Tuning parts are allrdy includet in the car if you analyze the Stats of the Car so you can find out did you buy a car with tuning parts,without or what kinda parts
IT DID NOT CHANGE ANYTHING INGAME !!!
BTW would like to test it too but can´t not approved for me :/ But like the older ones they are awesome helped me a lot

They have a list for every car, that shows how to get the best tuned car with yellow/green/blue/red parts
