pack a speed hack into a mod?

a while ago i saw a normal mod, which made a gun a higher fire rate (ROF), but the one, who created that mod, added a no-reload to this mod. i thought no-reload is just possible by developing a real hack (like in a .dll file) but idk how, he put this no-reload in a mod. so i want to ask you if its possible to add a SPEED-HACK into a mod or something like this. i really want more speed like +15% or something like this. i hope someone of you is able to help me.

First off. No reload in a mod is patched. You shoot blanks for about 350ms

Second, speed hack mod has never been released, and the ones who know about it, wont release it
