7-9 ? really simple , theese are the most populair races, wich requires higher level to start. but by activating 7-9 you can play wih low level

Example: Use a new Driver , and start High-Stakes with Level 1. Have Fun

Why I cant run any hacks except speed hack

It's outdated if you click login it will say this version is outdated.
