Hi, I would like to ask, to ask for your account. I can not register on the NaCF, since I live in Russia. I have much to ask that someone would be able to give, gave an account to register to borrow up to 08,08,11.

You won't be able to play even if someone from an unrestricted region were to create an account for you. You'd still get a region blocked error.

Stick with CF RU. I honestly don't think anyone has an account from that date and on. If they did, it's probably their alternative account or their main. Either way, you should go ask people via VM / PM.
