I need a guide on how to use cfrez, help me

I can not run file cfrez.exe, though tried it in cmd, but nothing happens, and no specific error message!
there is no reason you did not help me how to work with cfrez.exe, please help me, not many people have this tool, those who understand please do a tutorial for learning section dic ... thank's
