A few minutes ago I was infracted by Thunder for "Insulting other members" - I said, "You're not invited. We don't allow kids with squeaky voices and dogs who bark." when quoting Thunder.
This was in GENERAL which permits MILD flaming / trolling. That wasn't excessive as I didn't keep it going, nor was it my 4th, 5th time towards him.

Unless the person says otherwise. Even in General. You got off pretty easy with just an infraction. I would have banned,

Just because other people might do it, doesn't mean you can. They might be friends with him. People always assume because so and so did it, that they can too.
