No Skillpoints

I have 33 lvl but i don't get any skillpoints, it's like I'm lvl 1. When I lvl up, the skillpoints window don't appear...Any suggestions?

that system was removed and got replaced, the new system is under the aftermarket option in the garage

go in your customization thing and they will be a new tab, click on it and bam you have your skills
