type in your routers ip in your browser, log in, then go to like status and change ur dhcp

first release your dhcp then renew it

if you set up your router you should know what the login and password is, if your parents are dumb they might have left it as

administration login
admin pass

This varies with some routers (d-link in particular). BTW it's pointless to change your IP if your HW banned, that doesn't change anything, you're still banned.
