I'm running Windows 7 Professional 32-bit
Do your neighbors have a WiFi Spot? Check and see what the name of there network is, The reason i ask this is cause you could have the same Name'd network by default. That could cause you to collide with your neighbors WIFI. Also OP i would recommend you contacting your ISP ( Internet Service Provider ). And ask them to check the cables cause it could be is the wiring in the ground, Cause as the tempture changes the copper expands and sometimes it causes issues if it does not expand back to its original state.
Get a wired connection or buy a better internet service plan.
