use HSS it works

Any proxy program is good for offers to be honest. There is no real 'fast' proxy. If you're getting errors with HSS, chances are you'll probably get the same with other proxies.

Reason is, you're banned from doing offers from that particular offer provider. That's why you're receiving that error. Any proxy you use will have the same problem.
