GTA 4 is a shit optimized game, its more CPU intensive than GPU. Dual cores have a hard time on GTA 4 since GTA 4 usually takes 4 cores to actually play the game on playable frames. Check if your mobo is AM3+, if it is buy a Phenom x4 965, its around a 100 and so much better than AMD x2. If you can't buy a new CPU, just overclock yours like shit.

when you get to a certain point (CPU wise), bottlenecks wont happen... and the benchmarks will stay similar...

e.g (made up facts):
an i5 2400 with the 6870 might bottleneck, but the i5 2500k wont, and every other processor higher than the 2500k won't bottleneck and will have the same FPS (varies with different people ofc...)

to (kinda) remove a bottleneck - you usually have to up the resolution or find the right settings which uses mostly the GPU.. if you get me..
