Nope. Cheat Engine its just a Memory Scanner, it will help you to find some addresses so you can code your hack. OllyDBG might come handy as well

Not sure if I get your question, but a Injector is a tool that forces a game to load a DLL file that you (or someone) have made. Once the game load it, you have acess to the game memory from inside, meaning you can do whatever you want with it. Of course there're many risks and you'll probably get yourself a ban if you screw things up.
