You might be banned be IW, but it can be many other things too.

Had it some time ago too, the servers were closed for a few minutes. By now it should be back online. If not, the chance is big you got banned
Servers are down .
Might be your Firewall/Anti Virus, or you've been reported to much like the guys above said
