does current_combat_difficulty 1 turn the run into normal or just the monsters?

I believe it turns just the monsters to normal; it's possible to get Hero drops from a Hero run that has been changed to combat_difficulty 1...Last time I checked, anyhow.

Whether or not this particular command has a relatively high chance of banning on hero mode, I don't know. But always be careful when hacking, 'cuz you never know when the banhammer will drop. Though ideally it won't ban you, and I don't see how it would.
