What permissions manager do you use?
I recommend using PermissionsEX, but I'm gonna give a link to an example file which Essentials gives on their website. (Essentials the plugin) - they have a basic/example permissions file for most popular permission managers.

Group Manager: https://github.com/essentials/Essent...src/groups.yml
bPermissions: https://github.com/essentials/Essent...ermissions.yml
PermissionsEX: https://github.com/essentials/Essent...missionsex.yml
PermissionsBukkit: https://github.com/essentials/Essent...ionsbukkit.yml
