What is Cipher?

I was logged onto CA without any cheats running or anything. I decided to look at my task manager and shut a few programs down. In the process I ended something called cipher. I then went back to the game and it crashed. Not popping up anything. Just killing the program. I went to relog and now I am suspended.

It's a HackShield which detects if your injecting something etc etc, with ending that with the Task Manager you can't play CA and that is why you crashed. Also that may be the issue you got suspended also, Nexon doesn't allow you to end it.
