No. It doesn't.
You need a new cd key if you are global banned, a bypass is for running scripts.
A bypasser only allows you to execute scripts without getting immediately banned. However, if you're already banned, you'll need a new Operation Arrowhead key.
Thats not exactly truth, i have a global banned key and always when there is a new bypasser i switch to my old key so i can play with hacks.
